Thank you for writing to the OTRS team with your inquiry on reinstituting CU rights on Chinese Wikipedia. It has been forwarded to the Foundation’s Trust & Safety team.

As you rightly mentioned, Checkuser rights were removed on the Chinese Wikipedia in 2018 by the Foundation, due to safety concerns. While we continue to review the situation on the project at large and in relation to Checkuser more specifically, at this time, the 2018 decision remains in effect.

While we appreciate that this situation is not ideal, the concerns that led to removal of Checkuser from Zh.WP have not been alleviated to-date. This means that, in practical terms, any Checkuser requests will have to continue to be raised with the Stewards for the foreseeable future and until further notice.
