英國女王伊利沙伯二世於1961年至1971年擔任塞拉利昂女王，當時塞拉利昂是獨立的君主立憲制國家。伊利沙伯二世也是包括英國在內的其它英聯邦王國君主，她對塞拉利昂的憲法職責委託予塞拉利昂總督。
歷史
[編輯]塞拉利昂根據1961年《塞拉利昂獨立法令》成為一個獨立國家，該法令將塞拉利昂從英國的直轄殖民地轉變為英聯邦王國。[1]英國女王伊利沙伯二世成為塞拉利昂國家元首和女王，並由塞拉利昂總督代表其行使職權。[2]
根德公爵愛德華王子代表女王出席塞拉利昂的獨立慶典。歐國偉爵士夫人雅麗珊郡主代表女王出席塞拉利昂獨立日時在倫敦舉行的儀式。[3] 4月26日，根德公爵愛德華王子在塞拉利昂首都弗里敦為塞拉利昂的新議會大廈揭幕。塞拉利昂於4月26日至27日間的午夜獲得獨立，當天稍晚，根德公爵愛德華王子參加了塞拉利昂議會開幕式，[4][5]隨後，塞拉利昂總督慕禮斯·多爾曼爵士（Sir Maurice Dorman）在首席大法官貝奧庫·貝茨（Beoku Betts）的主持下，作為伊利沙伯女王的代表宣誓就任塞拉利昂總督。[6]
自1961年《塞拉利昂獨立法令》生效以來，任何的英國政府官員皆不能就與塞拉利昂有關的任何事務向伊利沙伯二世提出建議，這意味着關於塞拉利昂的所有事務上，伊利沙伯二世只能聽從塞拉利昂皇室部長所提供的建議。所有關於塞拉利昂的法案都需要英國皇室同意。塞拉利昂女王在該國的代表是塞拉利昂總督，總督是由女王根據總理的建議所任命的。[2][7]
塞拉利昂女王和塞拉利昂眾議院組成了塞拉利昂議會，[8][9]塞拉利昂的所有行政權力均屬於塞拉利昂君主。[10]塞拉利昂的所有法律都是在塞拉利昂總督代表塞拉利昂女王在獲得英國皇室同意的情況下頒佈的。[2] 總督還負責召集議會、休會和解散議會。[11]總督有權選擇和任命塞拉利昂的部長，並可視情況解散塞拉利昂的部長會議。所有塞拉利昂的皇室部長均按總督的意願任職。[12]
