人工智能行動峰會（英語：AI Action Summit）於2025年2月10日至11日在法國巴黎大皇宮舉行。[1][2] [3]該峰會由法國和印度聯合主持。[4][5]2025年人工智能行動峰會是繼2023年在英國布萊切利園舉辦的人工智能安全峰會（英語：AI Safety Summit）和2024年在韓國舉辦的人工智能首爾峰會（英語：AI Seoul Summit）之後的又一重要會議。 [6]

中共中央政治局委員、國務院副總理張國清出席了此次人工智能（AI）行動峰會。[7]斯坦福大學人工智能研究所（The Stanford HAI）聯合主任李飛飛博士為大會致開幕詞。[8]

美聯社指出，此次峰會凸顯了歐、中、美之間的人工智能戰略性分歧：歐洲推動監管和投資，中國通過國家支持的巨頭來推動AI產業發展，美國則加快推行不干涉的自由市場方式。[9]

2023年人工智能安全峰會有29個政府代表和少數幾家人工智能公司的高層出席，而2025年巴黎人工智能峰會則邀請了來自90個國家的與會者，並吸引了1,000多名來自私營部門和民間社會的代表參與。 [10] [11] [12] [13]

與首次峰會不同，2025年的會議故意減少了對人工智能安全的關注，這一點在峰會名稱中尤為明顯，採用了「行動」一詞代替。2025年人工智能行動峰會的主要焦點是釋放人工智能所帶來的經濟機遇。 [10]

法國特使安妮·布維羅（Anne Bouverot）在開幕致辭中將「人類失去對人工智能控制的可能性」視為「科幻小說」。[10]她的講話更側重於人工智能對環境的影響，並警告稱，人工智能的開發和應用需要大量的能源和資源，若按當前的發展軌跡推進，其可持續性將受到嚴重挑戰。 [5]

UNI全球聯盟秘書長克里斯蒂·霍夫曼（Christy Hoffman）認為，「人工智能推動的生產力增長有可能使該技術成為另一個不平等的引擎，進一步給我們的民主帶來壓力」。 [5]

來自法國、中國、印度等58個國家簽署了《關於為人類和地球建設包容和可持續的人工智能的聲明》。[17]該聲明概述了若干關鍵原則，包括：確保人工智能的可及性，克服數字鴻溝；發展開放、透明、道德、安全和值得信賴的人工智能；避免市場集中度（英語：Market concentration）過高，促進創新；推動人工智能對勞動力市場的積極影響；確保人工智能的可持續發展；以及促進國際合作與治理。 [18] [19]

美國和英國未簽署該包容和可持續人工智能宣言。[20][21][19]英國政府在一份簡短聲明中表示，該國際協議在定義人工智能的全球治理以及應對其對國家安全潛在威脅方面尚顯不足。 [21]
